Industrial Assessment Center (IAC) Program Logic Model
Before the arrival of Macro, the Industrial Assessment Center program was
reporting, by far, the lowest energy savings of any program within the Office
of Industrial Technologies, U.S. Department of Energy (DoE). This performance
report was perplexing because it was well-established that the IAC program was
one of the few programs within DoE that actually stimulated real and immediate
energy savings. Macro solved this problem by developing a logic model based
on several performance and outcome measures. This model revealed several new
pathways to savings that had not been measured previously. These performance
measures enable the IAC to claim an appropriate amount of success as well
as to suggest courses of action for program improvement.
Performance Measurement Systems for Oak Ridge National Laboratory (ORNL)
The Government Performance and Results Act (GPRA) calls for U.S. Federal
Government programs to clearly delineate goals, objectives, activities, and
measurements to ensure more effective program operations and outcomes. Macro
helped ORNL to address various GPRA-related requirements for Department of
Energy program projects under the Office of Energy Efficiency and Renewable
Energy. Macro aided ORNL in responding to various energy efficiency data calls and
White House and Congressional requests and verified the accuracy and consistency of
data among the various data calls. To ensure that all program participants and support
staff have access to a single consistent body of information, Macro helped develop
and maintain a database to house data pertinent to the Office of Building Technology,
State, and Community Programs (BTS). Macro assisted in preparing “State sheets”
and the BTS Web page to ensure accuracy and consistency in the collection and reporting
of data. Macro also conducted a gap analysis to show which projects should be
featured on the Energy Partners Web site.
Arizona Health Care Cost Containment System Survey
The goal of the Medicaid-managed Arizona Health Care Cost Containment
System (AHCCCS) is to continuously improve the services it provides
to its members: Evaluating member satisfaction is an integral part
of this goal. Macro surveyed Arizona residents who received medical
services from AHCCCS and its providers to measure satisfaction
with health services, identify unmet needs, and gather information
on health status. To gather benchmark data, Macro designed a
survey that replicated an earlier survey. The survey adhered to
Consumer Assessment of Health Plans Survey (CAHPS®) standardization,
which enabled the AHCCCS to submit data to the National CAHPS® benchmarking
database and make the results available to inform other managed-care
organizations nationwide. Results were presented to AHCCCS and its
health plans, which also received data books explaining and analyzing
each plan’s results. (Macro has conducted similar CAHPS® assessments
of health care performance for the States of California, Georgia,
Ohio, Oregon, and Pennsylvania.)
